Well, Paper icon pack is available for Windows as well and both of these have been brought to us by niivu.
You don’t have to worry about those though because Deepin is the one available on Windows. That, in turn, is based on Papirus icon pack which is based on Paper icon theme.
Deepin icon pack is based on an icon pack of the same name for Linux systems.
